5.1 ENVIRONMENTAL IMPACTS SUB-COMMITTEE REPORT
Dave Willis substituting as Chair for Jeff Tolan.

1) Introductions: Irene Yaraskavitch, Paul Earl, Nancy Van Allen, Gary Brooks, Norm Liebergott, Mariana Gavrilini, Kirsten Maki, Chris Ho, Rodger Bernar, Dave Willis
Noted we have 7 suppliers, 2 consultants, 1 mill. Would like more mill representation. Suppliers do have vested interest in environmental issues but basic charter is for mill needs…
2) Previous Business
- A)US Regulations Presentation – State and mill specific issues are driving regulations mill-by-mill. Generally felt this will affect Canadian mills that sell to USA and is of value. Will poll the committee. If interest, Nancy to get info from Al Strang of Env Committee, and John Carey of CDN govt (related to direction they see CDN air and water regulation going). About 10 hands up for interest in this topic. Nancy to do some initial investigations for next meeting.
- B) Zero AOX in BC, ON. Not felt to be a real and current threat by the group. Keep on our radar screen. Politically charged area.
- C) ClO2 Emissions Monitoring – HSPP doing. Bowater, Thunder Bay has ordered for Bleach plant stacks. No specific action identified. Crofton sends in records to MOE. No immediate action required.
- D) Water Discharge Regulations and limits – Group interested in how Canadian Mills are doing re Bleach area M3/Tonne fresh and discharge, and water use as a function of receiving water flows. If Committee interested, research available info and commission a survey to fill in gaps. Low interest level from the main committee.
- E) Env Effect Monitoring – Worthwhile to get update on work here after the presentation in Fall, 98’. General support for quick update at Fall meeting, in subcommittee session. Jeff

3) New Items
PAPRICAN – What is status of mill closure effort? Dave to check with Vic Uloth. Norm L to check with (who?). General support. (This may tie in with tech theme for next session, called washing/filtrate recycle- Dave W to follow up since I volunteered to help Rae with this session theme).
Presentation on new moving bed bioreactor and reverse osmosis installed at Irving, St John. 20 hands in support when presented. Don McCabe appears willing to do/have it done. Jeff check in with Don for tentative Fall 01 or Spring 02 timing.
Resin Acids/Sterols – Discussed impact on mill secondary treatment and resistance to oxidation. Gauge larger group interest. Did not seem to strike up interest in larger group.
New chemicals (i.e. PAA and molybdate catalyst) are being presented/considered. What is their toxicity? Norm suggested add toxicity info to bleach plant website. Jeff, you get to follow up on this item. No wild enthusiasm detected from the group.
Murray Walters – European regulations are of interest to mills like Harmac who sell into Europe – would like a read on this area – no action plan decided on this????

5.3 TEACHING BLEACHING SUBCOMMITTEE REPORT

- Update on PAPTAC 2001 Pulp Bleaching Course
- 4 day course including mill visit to Western Pulp, Squamish
- To be held at the Sheraton Wall Centre in Vancouver
- October 15 to 18th, 2001
- N. Liebergott is course leader
- 17 speakers lined up
- Need an advertising blitz
- Computer Based Training (CBT)
Discussed where computers might be used in the PAPTAC bleaching course. Consensus is:
- Do not convert full course for CBT
- Keep course interactive
- Use computer, if suitable, for reference material that is the copyright of PAPTAC or possibly for problem session
- A new project was set up to produce a booklet or CD on "Frequently Asked Questions in Bleaching". M. Walters and R. Cunnington are to co-ordinate.

- Only 13 responses to the questionnaire, though some may have been lost when Dennis changed internet provider. If you haven't responded, do so. Dennis and his group will be contacting all missing mills one more time to solicit responses.
Consistency Sensors - Ralph Lunn, Jim Oei, Don McCabe
- Review of available technology completed in Fall '00. Further work to be done on effective use of sensors in control.
