Minutes of Environmental Impacts Subcommittee

Projects
- U.S. Regulations
Nancy Van Allen agreed to review US effluent regulations, and the new dioxin information reported in the US. Nancy will target a short presentation for the Spring ’01 meeting of the bleaching committee.
- Mill practices to achieve low OX in pulp
This will be a roundtable at the fall meeting. Those participating include:
- Norm Liebergott: overview
- Dave Willis: Peroxide
- Gord Homer: DZ stages
- Jeff Tolan: Xylanase
- Zhi-Hua Jiang: Paprican information
Discussion topics
- Water discharge limitations. This is becoming a more significant issue in Sweden and around the world, more so than in Canada. There is expected to be increased concern about water discharges with increased attention to the greenhouse effect. The conductivity of discharges might also be regulated.
- Zero AOX regulations. Still on the books for 2002 in Ontario and BC.
- Discharges in watersheds. The subcommittee agreed to continue to monitor Pierre Martel’s work at Paprican, where he is studying effluent discharges in Quebec. Pierre gave a talk in Sudbury on this topic.

- Presentation on the Protocol and Booklets Distribution
The booklets (French and English) have been distributed to the Canadian Institution (Thanks to PAPTAC which has dropped the price from $20 down to $5 for us)
The English presentation has been distributed to Universities
The translation to French has been completed and ll be distributed.
The protocol will be added to our website
Regarding a French/English dictionary, the PAPTAC French committee will be contacted to see if there is an interest for such a project.
c. Teaching Bleaching
Chair: Rae Cunnington
Members: Laurier Morrisette, Murray Walters, Rae Cunnington, Dave Willis, Jeff Tolan, Norm Liebergott, Ted Tunstall.
- Norm Liebergott gave an update on the upcoming Pulp Bleaching Course to be held in Miramichi, October 2 to 5, 2000. The intent is to cover the same material as in the full course but in less time. Some re-arrangement of presentations is being made. All presenters have been confirmed.
- This sub-committee organized the Breakfast Technical Sessions to be held at the International Bleaching Conference to take place this week. A high attendance is indicated.
- Suggestions for topics for the next Technical Session for the fall, 2000 Prince George meeting were generated. The theme is "Mill Operations":
- Round table on FRP Inspection/Construction/Failures/Maintenance and Repair. Craig Reid to chair?
- The process of tracking operating costs in the bleach plant. Murray Walters to discuss with Gerry Ferweda and John Brazil.
- Control of oxygen delignification to achieve optimum pulp quality. Laurier Morrisette.
- Bleach filtrate recycle to minimize costs and the impact of recycle to the brownstock washing system of O filtrate recycle in a DODED sequence. Rae Cunnington and Murray Walters to look after.
Stuart Scott will chair the session.
- Discussion related to next Pulp Bleaching Course:
- Committee will sponsor full course in 2001.
- Western location is preferred, Kamloops or Whistler.
- Full course.
- Need more advertising, especially in Pacific North West.
- The second bleaching stage, with all its variants, is suggested as a topic for the subsequent technical session.
- Other Business.
If the breakfast sessions prove successful this week, the sub committee would be willing to organize similar events in the future.
Sub-committee would like to see the Glossary of Bleaching Terms updated. Could it be put on the WEB, for member use only, so it can be updated?

- Part 2 entitled "Analysis of ECF Bleaching Practices" will be presented at this conference
- Project will be officially closed after IPBC.

- Project team will look for lab studies and mill experiences in this area
- Experiences with chemical removal and prevention of scale in the bleach plant

- Outline for project has been completed. Project team has been assigned responsibilities
- Doug Reid to give brief presentation on BaSO4 scaling to subcommittee at this meeting
- Technical presentation, to BC, scheduled for Fall 2000
New Potential Projects for BC Subcommittee
- Mill Experiences in Chemical Optimization
- ECF survey found ~ $5.50/ADMT difference between low and high bleaching lines
- Build on roundtable and work group sessions
- focus on successful optimization projects for each of the major chemicals (i.e., H2SO4, ClO2, NaOH, H2O2 etc.)

- Stan Heimburger is the Lead on this project with assistance from Shane Svendson, Don McCabe, Lance Anderson, Sean Glendenning and Dave Flater.

- Murray Walters is lead with Dennis Owen assisting.
