  1. U.S. regulations

Nancy van Allen has committed to presenting a review of US regulations at the spring meeting. The group discussed the possibility of a roundtable on world-wide regulations. Jeff Tolan will approach Kirsten Vice, Neil McCubbin, or some other expert to be the anchor speaker. This can be followed by Nancy and also Gord Homer and Dan Davies, describing European regulations.

Discussion topics

  1. Zero AOX discharges. Still on the plans in BC and Ontario. The Walkerton water situation has focussed a lot of attention on clean water in Ontario.
  2. Monitoring ClO2 emissions from the bleach plant. The subcommittee followed up on this topic from the general session. A small number of mills, Howe Sound being one, monitor stack-gas ClO2 levels. This is not required by regulations, but is a good practice.
  3. Water discharge limitations. This is a significant issue in Seden, but does not have a large impact in Canada at this time.
  4. Discharges in watersheds. The subcommittee agreed to continue to monitor Pierre Martel’s work at Paprican, where he is studying effluent discharges in Quebec.

b. Bleach Protocol ( chair: Dan Davies )

Dan Davies gave a PowerPoint presentation (Presentation at end of minutes) update the status of the Protocol subcommittee.

  1. Teaching Bleaching ( chair: Rae Cunnington )

Members: Stuart Scott, Peter Gleadow, Jeff Bennett, Doug Pryke, Murray Walters, Steve Haynes, Rae Cunnington.

 

 

  1. The two breakfast technical sessions held at the IPBC in Halifax in June, 2000 were well attended (over 100 participants). PAPTAC and Richard Berry, the conference co-chairman, passed on favourable comments that they had received. Thanks go out to the members of the bleaching committee who participated in these sessions. The only negative issue relates to the cost PAPTAC charged for these breakfast sessions of $ 40. Comments received indicate that if there has to be a charge, then it should be part of the registration fee. PAPTAC have asked whether we could do it again if the opportunity arises. The answer is yes.
  2. The abbreviated (3 1/2 day) pulp bleaching course was given in Miramichi in October, 2000. There were 25 students. Norm Liebergott was the course leader. Final reviews by students have not been received yet, but there was some initial indication at the course that the material presented was "above their heads". Follow up with PAPTAC is required (Rae Cunnington). Suggestions were generated today as to how the course could be modified. These suggestions will be conveyed to PAPTAC etc.
  3. PAPTAC’s professional development committee has concerns of a "relevance gap" developing within mills because of the inability of people to attend traditional courses, when they likely need to have the extra education. They asked for input on four possible suggestions:

Our sub-committee concluded at this meeting that:

  1. The full bleaching committee wants to continue plans to hold a 3 1/2 or 5 day bleaching course in the west in 2001. A show of hands indicated that 25 to 30 people present would send a representative to this course. Vancouver in October, 2001 was suggested. Early confirmation and more advertising by PAPTAC is critical. Effort should still be placed on modifying the course.
  2. Effort should still be expended in preparing material for a one day bleaching course.

Rae Cunnington has agreed to organise the session, focusing primarily on the second bleaching stage, with help from sub-committee members, for the Marathon meeting in May 2001.

The Bleaching Equipment Subcommittee has the following projects on the go:

Project culminated in presentation by Craig Reid and several mill people. This project is now complete.

2. Process Sensors Technology Review

New working group set up at this meeting, report expected spring or fall 2001.

Other sensors (flow, level, conductivity, residual H2O2) were considered and a show of hands taken to decide on pH and ClO2 analysers for 2001.

 

 

 

 

3. Kappa Analysers and the Bleach Plant - (Stan Heimburger, Doug Pryke, Peter Lau, Guy (DMI) , Lance Anderson, Don McCabe, Shane Svendson, Gerry Ferweda, Rob Laurendeau, Eric Tremblay, Laurier Morrisette)

A preliminary scope has been outlined and reviewed at this meeting. Work will be assigned and hopefully a preliminary report will be available in Spring 2001. This project covers a lot of ground and will probably extend over a few meeting at least. Preliminary scope should be in the minutes.

4. Survey of ClO2 Containment and Spill Mitigation TechniquesMurray Walters, Dennis Owen

Survey will be short and done by email. Expect to have a report for the spring meeting.

5. Cost Reduction Ideas - Gerry Ferweda, Ted Tam, Stuart Scott

Project targeted at the organisation and facilitation of the distribution of low cost, high payback initiatives between mills. It will be kicked off by email before the spring meeting.

The subcommittee has also committed to organise a presentation at each meeting on the highlights, successes and failures, of a mill’s safety program. The host mill will be the first choice for the presentation.

Other topics of discussion included the possibility of including Mixing Technology in a future technical session, and on just how is this subcommittee thing supposed to work anyway.

  2. The award will be presented at the opening of our morning session by J. Bouchard. We need to check if PAPTAC will provide plaques for all the authors and if they take charge of the official invitation.

    The jury for the 2001 award will operate under the same mode and criteria than last year. Luc Tremblay and Dave Willis have already indicate their interest as being supplier’s representative in the jury. Members for Research and Mill will be selected by J.B.
