C. BUSINESS MEETING

June 1, 1999

A Certificate of Appreciation was presented to Stuart Scott to acknowledge his great contribution as Chair of the Bleach Committee 1997 to 1998. Thanks for all your hard work and continuing support, Stuart!

Don Olson indicated the Steering Committee decided we would not read PAPTAC’s Canadian Competition Act Statement before each meeting. We will all control inappropriate behaviour.

Next Bleach Committee meetings: Espanola in Fall 1999. Spring 2000 Canfor, PG. Dryden, Fall, 2000. Spring 2001, FCC or CFI.

1. LIASON REPORTS

a. Alkaline

John Brazil is liaison. Dan Brinson of Canfor, Prince George is Chair of the Alkaline Pulping Committee. The last meeting was held at Pacifica, Powell River, BC on March 29th. 16 mills represented at meeting. The minutes are composed of this Committee calls Issues and what we call Problems and Opportunities. I will forward an electronic copy of this Committees minutes to Chris Kanters to post on the Website because our committee members may be equally interested in these pulping issues. No mention of when and where next meeting to be held.

b. Mechanical

Irene Yaraskavitch is liaison and also Chair of the Mechanical Committee. There was no Spring meeting due to the International Mechanical Pulping Conference, (IMPC), in Houston, May 23 – 26. Fall 1999 meeting will be in Halifax mid to late Sept. or early October with visit to Stora-Enso, Port Hawkesbury mill. There will be an emphasis on presentations re: new TMP installations. Spring 2000 joint meeting with TAPPI Mechanical Pulping Committee in Chattanooga, TN, with mill visit to Bowater, Calhoun, (new TMP facility). Planning a Fall 2000 meeting in Edmonton.

c. Energy

Murray Walters, the liaison to this committee, was not here. Supplier dominated last meeting. Pinch technology put on by consulting company in US. No minutes available.

d. Environmental

Murray Walters not here. Nashville, TN, Jt. meeting. Some topics included: Environmental cost accounting. Worldwide COD survey 150 mills responded. ISO 14000. TRS emissions. activated sludge control and environmental monitoring.

e. Research

Jean Bouchard. Last meeting Jan 1999. Fewer researchers left in industry except Cascades is expanding. Spring meeting ongoing in Vancouver May 1999.

f. TAPPI Bleach

TAPPI Spring Meeting took place in Hattiesburgh, MS, May 26 – 28th.

Mill visit to Georgia Pacific, Leaf River. Somewhat restricted in scope. Presentation was made by Terry Collins of Carnegie Mellon the use of catalyst to increase the effectiveness and efficiency of hydrogen peroxide in bleaching pulp. Work is probably 10 to 15 years from mill use. Presentation on Subcommittee task group on scaling followed by good description of specific problems and solutions of mills that were present – also a good exchange of information. Ba+ radioactive disposal of wire and other equipment is a problem. Location of the meeting and proximity to mills dramatically increased mill personnel attendance. Mill problems and opportunities session was the best and very nearly up to PAPTAC quality. TIS, Technical Info. Sheet on safehandling of bleaching chemicals – 7 out of 8 for final peer review or committee approval. Significant contribution from PAPTAC Bleach Committee members, Air Liquide, Sterling, CXY, EKA, Kemira, Degussa, Marsulex and Cominco.

Excellent quality meeting overall.

(Paul Earl indicates barium sulfate itself is not radioactive but will co-precipitate radium if it is present).

g. Process Control

Tony Gomersall is our liaison to this Committee. John Ball is Chair.

Held their last meeting to co-incide with the PAPTAC Annual Meeting in Montreal, January 1999. The next meeting is to be held June 16 – 18, 1999 at the University of Alberta Campus.

Tony pointed out that the minutes for this Committee are available on website:http://www.paptac.ca/pcc/.

Two upcoming conferences of interest include Third International Conference on Industrial Automation June 7 – 9 in Montreal where focus is process control and Control Systems 2000 to take place May 1 – 4, 2000 in Victoria, BC at the Empress Hotel.

Some of the major themes mentioned at the meeting round table discussion include:

Bleach Plant modelling and control is a common them amongst many mills.

advanced techniques for analyzing process data becoming more prevalent, (i.e. multivariate SPC, data mining, etc.).

A technical presentation on O2 Delignification Modelling and Control/Bleach Plant Modelling and Control was given by Sylvain Gendron of PAPRICAN.

Tony pointed out a couple of interesting papers presented at the PACWEST conference: Gerry Pageau’s, "A Proven Control Scheme for Drum Washers", and Joe Desroches’, "Soft Sensor Development for an R-8 ClO2 Generator".

h. PAPTAC Prof. Develop

Rae Cunnington is liaison to this Committee. He gave us the following report.

A meeting was held during the Annual Meeting in Montreal on 25th January, 1999.

  1. Henri-Claude Lavallee explained the failure of two courses in 1997 – ISO 14000 and Process Closure. ISO 14000 was cancelled after two attempts (originally scheduled in Spring 98 and then postponed to the Fall, unfortunately no registrations came forth at either time). It had scored highly in the Needs analysis Survey and yet companies did not follow through when the time came. The Process Closure course had an attendance of 24 and although the organizers felt a strong program was in place, participants’ evaluations indicated dissatisfaction (too biased on kraft vs non-kraft, among other issues, were quoted). Henri-Claude pointed out that it is important for this Committee to be able to adequately determine needs and to stay focused on offering good, timely training for our members.
  2. Needs Analysis Survey to be sent out in the Spring.
  3. Ways of getting the message to possible participants in courses was discussed.
  4. Pulp Bleaching Course, leader Norm Liebergott, to be held October 3-8, 1999 in Thunder Bay.

Another meeting was held on 19 May, 1999 at the PACWEST meeting in Whistler, B. C.

  1. The committee determined what the terms of reference of this committee should be since this has never been formalized before.
  2. The committee also re-evaluated its mandate as " To enhance through training and education the technical competence of the members it serves but to expand to encompass new niches and delivery methods".
  3. New officers were elected for the next term.
  4. The TECH 2000 program was confirmed:

  3. Short Courses of 1 to 2 days duration on specific subject matters are to be offered at events like PACWEST and other branch meetings in all regions.
  4. Discussions took place on this Committee’s plans for the next annual meeting. Their theme will be "Distance Education".
  5. Specific questions for the Bleaching Committee are:

The short course on " Pulp Washing and Pulp Quality", that was held at PACWEST was considered to be successful. It was led by Norm Liebergott. Seventeen people attended.

i. Secondary Fibre Report

Dan Davies volunteered to get more information about this committee’s activities.

j. Fibre Quality and Value

Jean Bouchard is the liaison to this Committee. Last meeting was held May 10 to 12th in Quesnel, BC. No minutes are available yet. The new Chairman of this Committee is Gordon Russell of Cariboo Pulp who replaces John Wood of PAPRICAN, (retired). John Wood had started organizing through this Committee a PAPTAC short course on chip quality – Committee is still targeting to put on this course next year.

3. ANY NEW BUSINESS FROM FLOOR?

Spring meeting date. Put our meeting into early April to allow for attendance at International Bleach Conf.

Recommendation came from floor that maybe we shouldn’t have Spring Bleach meeting. Or meet one day (Sunday) in conjunction with International Pulp Bleaching? Do Problems and Opportunities. Will talk again in Fall 1999. Wouldn’t have Spring 2000 Canfor meeting. The International Pulp Bleaching Conference starts, Tuesday, June 27th, 2000 so perhaps our meeting could take place, Monday, June 26th, 2000?
