With Stuart Scott moving to Bleaching Committee Chair for 1997-98, a new
Eastern Vice-Chair is needed. It was
suggested that the next Eastern Vice-Chair be from Quebec. Several names were suggested (in order of
priority):

John Barrette (Tembec - Temiscaming) (declined)

France Champagne (James Maclaren - Thurso) (declined)
·
Gilles St.- Jean (Emballages Stone - Portage-Du-Fort) (declined)
·
Doug McKenzie will approach these persons about the Vice-Chair position

Note: Winter 1997 - Stuart Scott
is still looking into this

It was also suggested that we ask for volunteers for this position
during the Business Meeting

Membership Discussion
·
Membership Guidelines:
·
No changes were recommended.
·
Members Participation /
Contribution Review:
·
A letter will be sent to several members (one sustaining member (Julien
Audette) and three mill members (Jillian Cook, Paul-Emile Lapointe, Doug
Reeve)) regarding their lack of participation in recent years and give
encouragement to them for future meeting attendance. The letters will express concern about their attendance.

If a member can not make a meeting they will be encouraged to send a
substitute.
·
Structure - Supplier / General
Member Ratios:
·
At the present time we allow 25% of the committee members to be
sustaining members. CPPA guidelines
recommends that the maximum number of sustaining members on a standing
committee be 1/3 of the total membership.
Should we increase the sustaining member percentage from 25% to
33%? We have three applications from
non-pulp mill people for probationary membership (Rosanna DiLabio -
Praxair, Doug Reid - Eka Nobel, Bernie McNickol - NLK).

At the present time we have 57 full members (38 mills), 3 honorary
members and 7 probationary members with the 15 sustaining members representing
25% of the membership.
·
Rosanna DiLabio and Doug Reid will be offered probationary
membership. This will bring the
sustaining members representation to 28% of the members.
·
No further new probationary members will be added to the membership list
at this time. New applications for
probationary members will only be considered if a present supplier member
resigns from the committee.
5. Meeting
Structure (Feedback Forms)

See Appendix 4 (Spring 96 -
meeting minutes)
·
Meeting structure for Fall/96 meeting has been changed so that
subcommittees will have discussions with their smaller groups, then report and
receive feedback from the entire Bleaching Committee. Doug will discuss the new format at the opening remarks on
Monday, October 21, 1996.
·
Subcommittees (especially Bleaching Chemicals) will be looking for new
projects.
6. Newsletter
·
The steering committee still feels that the newsletter is useful, but a
summer 1996 newsletter was not published due to lack of material from the
subcommittees The publication is
dependent on getting material to Chair in a timely fashion. It was suggested that a deadline for
submittal of material be set for the winter newsletter. It was agreed that the deadline for the
winter 97 newsletter be set for Mid-February 1997.

9. Future
Technical Session Themes
·
Spring 1997 - Corrosion: one day course at the Spring 1997 meeting with a half-day on
theory and half-day on experience. Rae
Cunnington has volunteered to co-ordinate. “Rust Never Rests”
·
Fall 1997 - Pulp Strength - measurement and application
·
Other: Steering
Committee has expressed disapproval that the “Chlorine dioxide Substitution and
‘ECF Best Practices’ Survey Results” paper by Reeve and Pryke will not be
available for the annual meeting since it being presented at TAPPI Pulping
Conference, especially since it is from Canadian mills and the Bleaching
Committee members contributed to the survey.

Washing 96 Conference (Oct. 7-10, 1996, Vancouver, BC)

Workshop attended by ~175 persons
·
Conference attended by ~200 persons
·
Both sessions went very well
·
Mill paper participation was low.
·
CPPA needs to work on a COD Standard Method
10. New
Business:
·
CPPA Executive Council Meeting
Fall 1996 Report:
·
Although neither Doug or Stuart
were able to attend this meeting, the
Bleaching Committee is still used as the example to the other standing
committees for meeting format, selection of new Chairs and how we run our
meeting and conduct our business.
·
Doug will extract items from the meeting minutes to included in the
Bleaching Committee Fall 96 meeting minutes.
·
Canton mill tour:
·
Wheelabrator will be asking the persons going on the tour to sign
disclosure agreements regarding the BFR process.
·
There is limited parking at the Canton mill, so everyone will be asked
to take the bus from the hotel for the tour.
A van will also be available.
·
Real Paquin:
·
Doug has received word that Real Paquin, our mill representative from
Stone Consolidated, Grand Mere has recently passed away.
·
Courses:
·
The Professional Development has listed in their minutes from their last
meeting that the Bleaching Committee will be sponsoring the next Bleaching
Course in the Fall of 1997. Rae
suggested that we participate although we have not been formally asked.
·
Financial:
·
To offset costs for the meeting all members will be asked to contribute
$20.00 US per day to offset costs for the meals, meeting rooms and for the bus.
