Minutes of Meeting

TAPPI Bleaching Committee

May 12, 1997

BUSINESS MEETING


1. The meeting was called to order by chairman Per Klykken. Members and guests were welcomed. The chairman announced that the meeting would be conducted under strict compliance with the TAPPI anti-trust policy.

2. The agenda was approved by acclamation.

3. The minutes from the Fall Meeting in Nashville were submitted and approved as written.

4. The Secretary, Jack Fleck, reported that the committee membership was now at 179. The 4 new members were identified as Stephen Robinson, Maria Area, Raj Mehta and David Thireault.

5. Per Klykken reported that the Policy and Guidance Manual has been revised and will be issued at the Fall Meeting.

6. The Vice-Chairman, Richard Presley, gave an update on the Pulping Conference Technical Program. Facilitators for discussion groups are needed. This fall's conference in San Francisco is three days long and is followed by the 2 day long Minimum Effluent Mills Symposium. Peter Gleadow discussed the content of the Symposium's 8 sessions and the mill tour of Louisiana Pacific Samoa (not sponsored by TAPPI).

7. Committee Assignments (CA's) were briefly discussed. Dan Blevins has picked a number of review CA's. The CA status will be covered at a later time. The current status of CA's in each subcommittee is attached with the subcommittee report.

8. Bleaching Stage Designation and Protocol was discussed. There appears to be only 4 minor differences in letter assignment between TAPPI and Pulp and Paper Technical Association of Canada. Other differences in protocol exist but the current focus is on what we agree on with Pulp and Paper Technical Association of Canada. Further discussions will be held at the fall meeting. Per Klykken will coordinate with Pulp and Paper Technical Association of Canada (Gary Berndt, Dan Davies, and Rae Cunnington). Dan Blevins and Jack Histed volunteered to help. Pulp and Paper Technical Association of Canada has a Glossary/bound book of bleaching terms that may be a useful reference book.

9. Membership Satisfaction Survey was discussed by Per Kylkken. Only 17% of the surveys were returned from last fall. A current survey was passed out in the meeting for collection at adjournment of the meeting. It was pointed out that Pulp and Paper Technical Association of Canada membership is 75% mill while TAPPI (Bleaching Committee) is less than 20%.

10. This was a joint meeting with Pulp and Paper Technical Association of Canada and presentations and discussions in the joint session are recorded in the minutes from Pulp and Paper Technical Association of Canada.

11. The location of the next Spring Meeting was discussed. Several candidates were identified for consideration. Additional recommendations are requested. A discussion and voting will be conducted at the Fall Meeting in order to identify the preferred location and establish the Spring Meeting before the end of the year. Candidates are: Potlatch, Cloquet (super batch), Champion, Canton (filtrate recycle),Weyerhaeuser, Flint River (Project XL), Consolidated, Wisconsin Rapids (TCF), Weyerhaeuser, Longview(new bleachplant), Weyerhaeuser, New Bern, P.H. Glatfelter, Spring Grove (mini-O2).

12. The meeting was adjourned at 5:00 pm. Satisfaction surveys were collected by Per Klykken.

SUB COMMITTEE REPORTS

A. Chemical and Mechanical Pulp Bleaching Subcommittee
The Chemical and Mechanical Pulp Bleaching Subcommittee met in conjunction with the Pulp and Paper Technical Association of Canada Bleaching Chemical Subcommittee. The Pulp and Paper Technical Association of Canada subcommittee briefly discussed an open CA of interest to the TAPPI subcommittee: The effects of various bleaching sequences on pulp quality. This topic was discussed at the fall 1996 subcommittee meeting and may become a CA. No additional information was shared from the TAPPI subcommittee during the joint meeting.

A topic was discussed among TAPPI subcommittee members that may generate a CA: A survey of Do/D100 stages currently operating in the industry.

No new information was shared concerning open TAPPI CA's.

B. Oxygen, Ozone, and Enzyme Subcommittee
This subcommittee met in conjunction with the Pulp and Paper Technical Association of Canada Bleaching Committee's Equipment subcommittee during this joint TAPPI-Pulp and Paper Technical Association of Canada meeting. Due to the nature of the meeting, we did not review outstanding topics in the TAPPI subcommittee.

No new topics were discussed that will lead to new TAPPI committee assignments.

Topics are also being solicited for future discussion in the following formats;

  1. Any technical topic that you want comments about from the rest of the bleaching committee. The session on Sunday afternoon prior to the Pulping Conference will be open for discussion, primarily aimed at mill operating issues. Please come prepared to ask your question(s) and help comment on topics from others.

  2. Operational roundtables at the breakfast meetings during the TAPPI Pulping Conference. A facilitator is requested to assist with discussion of operating types of issues related to pulp bleaching. Please contact one of the committee officers with any interesting topics you would like to have a forum to discuss.

Open Committee Assignments include:

  1. Title: Ozone Bleaching Installation List Mode of presentation: Bleaching committee presentation Estimated completion date: Fall 1997 committee meeting Task group chairman: Stewart Mehlman Objective: Develop, maintain (update) a list of commercial users of ozone pulp bleaching. The list would include performance and capacity information as is available. Status: This should be presented at the fall meeting in a 10-15 minute presentation. CA 950606.02

  2. Title: Maximizing Pulp Yield through modification of cooking and bleaching. Mode of presentation: Conference session Task group chairman: Perry Parthasarathy Objective: Discuss the implications of yield from different combinations of cooking, oxygen delignification, and bleaching sequences. Wood cost is an economic factor that should be considered along with environmental issues in deciding process decisions for a fiberline. Status: Session planned for the 1997 Pulping Conference CA 960606.15

  3. Title: Life Cycle Analysis of Bleaching Processes Mode of Presentation: conference presentation, maybe Int. Bleaching Estimated completion time: ? Task group chairman: Med Byrd People with an interest: Objectives: To provide a side-by-side comparison of the economic, quality, and environmental impact of various bleaching agents and processes so that data-based decisions may be made. Status: Discussions presently underway at NCSU CA 960606.16

C. Bleach Plant Effluent Minimization Subcommittee
1. The Bleach Plant Effluent Minimization Subcommittee met jointly with the Pulp and Paper Technical Association of Canada Environmental Impact Subcommittee. Environmental Impact Subcommittee chairman Jeff Tolan called the meeting to order. Bleach Plant Effluent Minimization Subcommittee chairman Bob Packwood announced the meeting would be conducted in strict compliance with the TAPPI anti-trust policy. A copy of the policy was available for review at the chairman's table.

2. The Pulp and Paper Technical Association of Canada subcommittee reviewed their active projects which included:
  • Environmental Impact of Alcell pulping. This project is currently on hold due to the shutdown of the Alcell mill process.
  • Update on EPA Cluster Rules. Tom Kemeny made a presentation to the entire joint Pulp and Paper Technical Association of Canada/TAPPI Bleaching committee in support of this project (copy of overheads attached).
  • Pulping Effluent Regulations in Central Europe. Currently in process.
  • Review of Eco-logo practices. It wasn't clear there was wide spread support for this project. On hold pending increased interest.
  • Mill experience in COD reduction. Interest is in documenting the impact of improved washing. Will be based on E.B. Eddy experience.
  • Worker's Compensation Board (WCB) Proposed Chemical Guidelines (for British Columbia). A program similar to Title V has been proposed in BC covering approximately 750 chemicals. No clear action plan resulted, but, it was acknowledged that understanding the regulation and responding to the outstanding request for information was a formidable task.


3. Bob Packwood reviewed the current status of Bleach Plant Effluent Minimization committee assignments.

  • CA 950606.20 Sodium/Sulfur Balance-Larry Tench
    The objective is to develop an approach or checklist to demonstrate how a Na/S balance can be developed. Tim Ricketts is organizing mill data in support of this objective. Current estimate of completion is 35%.

  • CA 940606.09 The Role of Inorganics in Preventing Mill Closure-Jack Fleck
    ICP analysis is being done by those willing to donate the service. This has slowed progress somewhat and Jack Fleck is seeking funding through government agencies.

  • CA XXXXXX.XX Barium Sulfate Scale-Judy Phillips
    Bob Packwood will secure a CA Number for this project. Bob Packwood reported on the NCASI NORM (Naturally Occurring Radioactive Material) Workshop held in Chicago on May 2. This is a phenomena long-suffered in the petroleum industry and all current knowledge comes from that experience. All mills represented reported discovery of the problem when their scrap metal buyers rejected loads due to radioactivity. Control programs including detection, disposal and worker safety issues are well understood. Prevention measures are not and this is the area where real progress can be made. Sources of the Radium 222 are thought to include clays, talcs, ground water and possibly wood. Results will continue to be reported with an eye to developing a session or round table for the 1998 Conference.

  • CA 940606.14 Filtrate Management for AOX Reduction-Glenn Rudie
    This task will be closed due to changes in priorities and interest. Bob Packwood to follow up.

  • CA 940606.16 Effluent Reduction-Earl Malcolm
    This task will be closed due to duplication of effort. This subcommittee, Bleach Plant Effluent Minimization, is handling the issues originally identified in the task.

  • CA 950606.09 Minimum Effluent Mill Symposium-J-C Corbi
    Peter Gleadow gave a report of the Minimum Effluent Symposium Program (copy attached). The symposium will be held the two days following the Pulping Conference in San Francisco, October 23-24. The program consists of eight sessions over the two days. Special pricing will apply to members wishing to attend both the Pulping Conference and the Symposium.

  • CA 950606.19 Operability Considerations for Bleach Effluent Closure-Tony Johnson/Bob Powell
    A check list of items to be aware of when considering bleach effluent recycle has been developed. The check list is included with these minutes in fulfillment of the committee assignment.

  • CA 950606.21 Review of Status of Bleach Effluent Minimization-Peter Gleadow
    Peter Gleadow has developed a presentation regarding the current status based on literature survey, mill visits and telephone calls. Peter was ready for presentation at this Spring Meeting, but, to reach a larger audience, his presentation was deferred to the Fall Meeting.

  • CA XXXXXX.XX Calcium Oxalate Scale Definition and Control-Clay Walters
    Bob Packwood will secure a CA Number for this project. An initial description of the problem has been composed. Focus will continue to be on compiling available information, defining the extent of the problem and defining methods to control it. The aim is to present the review to the Bleaching Committee in the fall.
