1. Welcome by Jim Collins.
2. Introduced new Steering Committee members and guests

4. Passing of Howard Rapson:
- Doug Reeve has set up the W. Howard Rapson Memorial Fund for support of Chemical Engineering Education in Pulp and Paper - see attached memorial note - need clarification whether this is for all P&P or just for University of Toronto
- an article was printed in the April 1997 Pulp and Paper Technical Association of Canada Technical Section news bulletin
- should we make an award (possibly jointly with TAPPI) of say $1000 per year in Howard's name? Note that Pulp and Paper Technical Association of Canada already has many awards, including the John S. Bates award for lifetime achievement. If we want to, then we should send a letter requesting such to the executive committee.
- could present an award at the end of the year for the best of all the student branch papers
- many ideas for awards were brought up - decided to regroup tomorrow and make a final decision
- some members (Jim, Chris) may attend the memorial service

6. Membership discussion
- discussed differences between TAPPI and Pulp and Paper Technical Association of Canada membership bylaws
- will send letters requesting attending attendance at future meetings to:
- Julien Audette
- Stan Heimburger
- Gilles Volpe (and his mill manager)
- Murray Webster (and his mill manager)
- will send letter to John Rizzi (NZ) requesting two-way communication with their bleaching committee
- remove Marco Solinas from membership list as he no longer is the MBR representative. Discuss with Domtar who will be the Domtar rep.
- Barbara VanLierop has requested that the committees allow non-mill members to be vice-chairs and chair as needed. We agree but require that we cannot have two non-mill member chairs in a row. By-laws of Bleaching Committee to be changed to reflect this.
- no requests to move from probationary to full membership

11. Subcommittees
- Internet/E-mail - Chris Kanters will discuss this item at the general meeting
- Chris has discussed setting up a WEB page under Pulp and Paper Technical Association of Canada's WEB page. He volunteered to keep the page up-to-date. Pulp and Paper Technical Association of Canada will cover the cost for our committee and the Process Control committee as we are the guinea pigs for this new system. Will consider putting reference info on WEB page (eg. protocol), but new info or problems/questions via E-mail.
- Chris will poll people to see whether many have access to WEB sites as well as E-mail
12. Future Technical Session Themes
- Fall '97 - General session with theme of Pulp Quality - need volunteer to organize it
- TAPPI is having a roundtable with papermakers discussing what the recent changes in bleaching technology has done to the papermakers
- Other ideas will be requested at meeting
13. Pulp Bleaching '97 Courses
- Sep 14, 1997, Nanaimo, BC - Norm has all speakers scheduled, but registration not yet out, lots of interest shown so far, Harmac has agreed to a mill tour
- consider using Dan Davies' Bleaching Protocol presentation - Rae will discuss at Teaching Bleaching subcommittee
14. New Business
- Engineering Data Sheets
- bleaching is under the E section of the Pulp and Paper Technical Association of Canada data sheets, and are all last updated in the 60s. Do we want to take on the updating of these sheets? The Engineering Data Sheet Committee has been defunct for twenty years, so the Protocol subcommittee will liaison with the other subcommittees to update section E
